本日、ボーイスカウト沖縄県連盟広報紙LOOK WIDE電子版の配信が通算５０００号となりました。
これも執筆者や読者、そして広告スポンサーをはじめとする多くの方々のお蔭だと感謝いたしております。
Today, the electronic version of the Okinawa Council's newsletter, LOOK WIDE, reached its 5,000th issue. We would like to express our gratitude to our writers, readers, advertising sponsors, and many other people for this.
編集部では、５０００号を記念して数号にわたって、5０００号に至る経緯報告、５０００号に寄せる「読者の声」等を紹介いたします。
To commemorate the 5000th issue, the editorial department will be running several issues reporting on the process leading up to the issue, as well as introducing "readers' comments" about the 5000th issue.
LOOK WIDE５０００号に至る経緯
LOOK WIDEは、当初、印刷版として１９９９年２月に第１号が発行され、以後年４回の発行が続けられ、２００９年１月までの１０年間にわたって３６号が発行されてきました。
しかし、年４回の発行では、ニュースやお知らせが陳腐化してしまうという悩みがありましたが、それ以上に深刻だったのは、県連盟の財政悪化に伴い、財政的に印刷版を加盟員に郵送することが難しく、せっかく１０００部印刷しても大量に残ってしまうという状態に陥っていることでした。
そんな中、上記の２点の問題点の解決法として、電子化に至ったというわけです。 そして、電子版第１号が発行されたのは、２００８年３月１８日のことでした。
以後、発行は順調になされましたが、電子化による読者の増加に伴って、広報紙編集基本方針制定の必要に迫られ、２０１０年３月度理事会において『ボーイスカウト沖縄県連盟広報紙編集基本方針』が制定され同年３月１５日より実施されています。
同基本方針では、LOOK WIDEの使命として下記事項の５事項が挙げられています。
①沖縄県連盟加盟員への情報提供および情報の共有化をすること。
②日本連盟、他都道府県連盟、友好団体、監督官庁、外部団体等への情報提供、宣伝活動を行うこと。
③沖縄県連盟主催行事の記録をすること。
④読者に対し、古今東西のスカウト運動・活動、青少年健全育成活動に関する情報を提供すること。
⑤沖縄県連盟加盟員及び他都道府県連盟加盟員の情報交換、意見発表の場とすること。
そして、公序良俗に反するもの、個人や団体を誹謗中傷するものは掲載しないという基本条件が謳われております。
なお、発行頻度については「週1回とするが、タイムリー性を重視するため、週1回にこだわらず随時発行する」と規定されており、これまで下記の通り発行されてきました。

この様にLOOK WIDE電子版は、第1号から今日まで『編集基本方針』が遵守され、編集発行されてきています。
なお、読者数は３００名となっており、国内はもとより、海外ではアメリカ、ドイツ、スイス、オランダ、フィンランド等にまで広がっており、BSAに関係する記事は日本語・英語が併記されています。
編集部としては、５０００号を新たな出発点として、決意も新たにこれからも頑張る所存です。皆様のご理解、ご協力、ご支援をお願い申し上げます。
How LOOK WIDE reached its 5000th issue
LOOK WIDE was first published as a print edition in February 1999, and has since been published four times a year, with 36 issues published over the 10 years up to January 2009.
However, publishing the magazine four times a year meant that the news and announcements were becoming outdated, but more serious than that was the fact that, due to the Okinawa Council's worsening finances, it was now financially difficult to mail the printed version to members, and even though 1,000 copies were printed, a large amount was left over.
So, to solve the two problems mentioned above, we decided to digitize the magazine. The first electronic edition was published on March 18, 2008.
Since then, publication has been smooth, but as readership has increased due to the digitalization of the publication, it became necessary to establish basic guidelines for editing the newsletter. At the March 2010 board meeting, the "Council Federation Newsletter Basic Guidelines" were established and have been in effect since March 15th of the same year.
The basic policy states the following five items as LOOK WIDE's mission:
①To provide information to Okinawa Council members and share information.
②Providing information and conducting promotional activities to the National Council and other Prefectural Councils of Scout Association of Japan, friendly organizations, supervisory authorities, external organizations, etc.
③To keep records of events sponsored by the Okinawa Council.
④To provide readers with information about Scout movements and activities, and activities for the healthy development of
young people, from all over the world throughout history.
⑤To serve as a forum for members of the Okinawa Council and members of other prefectural Councils to exchange information and express opinions.
The basic condition also states that no content that violates public order or morals or that slanders individuals or groups will
be published.
Regarding the frequency of publication, it is stipulated that "it will be published once a week, but in order to emphasize timeliness, it may be published as needed rather than once a week," and up until now it has been published as follows.

In this way, the LOOK WIDE electronic edition has been edited and published in accordance with the "Basic Editorial Policy" from the first issue to the present day.
The number of readers was about 300.
It is read not only in Japan, but also overseas in countries such as the United States, Germany, Switzerland, the Netherlands, and Finland.
Articles related to BSA are written in both Japanese and English.
As an editor, I intend to use the 5,000th issue as a new starting point and continue to work hard with renewed determination.
